The APPG believes that the issues facing the Great Lakes should be approached from a regional perspective.

The APPG firmly believes that solutions to the problems facing the countries of the Great Lakes Region are best addressed through a regional approach. This is a view which has been advocated continuously since 2000. In 2003, the UK Government undertook to prepare and publish such a document.

The APPG welcomes the European Council Conclusions on the Great Lakes, 14th June 2004, in particular their statement: 'The Council is convinced that the resolution of the fundamental problems of the involving peace and security in the Great Lakes region requires a regional approach; for this reason .. the Council agrees further to elaborate a regional approach for the Great Lakes.’

In order to further highlight the need for the adoption of a regional strategy, the APPG has signed the document produced by EURAC (European Network for Central Africa): ‘An EU Regional Approach for the Great Lakes, Africa’ June 2004.

In addition, the APPG has produced a short paper entitled Image ‘Approaching policy in the Great Lakes from a Regional perspective’.  The aim of this paper is to highlight mechanisms for regional cooperation, and the importance of an infrastructure of cooperation. The APPG is aware of the steps which the UK government is already taking in this regard and welcomes them.


The APPG hopes that this document will serve as a springboard for further discussion and dialogue.
